'Hop' likely hare to top spot

The bunny tale from Universal features British sensation Russell Brand as the voice of E.B., the teenage son of the Easter Bunny and a wannabe rock star. Hugh Laurie voices the Easter Bunny and James Marsden plays E.B.'s human friend, Fred. Negotiators work at compromise, tea party watches

Also looming is a must-pass bill to allow the government to borrow more money to meet its commitments. In an unbearable season of losses, Cleveland got the win it wanted most

California's drought is over -- everywhere but the state capitol

Despite a torrential spring, California officially remains in a state of "drought emergency." An emergency proclamation signed by former Gov. Arnold Schwarzenegger in February 2009, as well as a similar executive order from 2008, is still the law of the land.

On Monday, following questions from the Mercury News, the administration of Gov. phiten necklace Jerry Brown said that Brown plans to rescind the designation on Wednesday, officially ending the drought as the latest Sierra snowpack readings are announced.

"It didn't rain much in January, and rainfall and river flows weren't at 100 percent in a few places of the state," said state Natural Resources Secretary John Laird. "We wanted to make sure the drought was done."

In many ways, Schwarzenegger's emergency drought declaration was more show than substance.

After three drier-than-normal years in 2007, 2008 and 2009, California had snowpack water content at 104 percent of normal last year. Today the snowpack water content is 165 percent of normal. That's important because much of California's summer water supply comes from melting snow. Operators of Lake Shasta, the state's largest reservoir, are releasing billions of gallons of water to clear space for more spring storms.

Since Brown took office three months ago, his top priority has been trying to balance the state's $26 billion budget deficit, Laird said.

Schwarzenegger often invoked the drought during political rallies and debates, as he tried to win voter support for an $11 billion bond to fund new dams and other water projects, such as summer fashion shop construction of a peripheral canal around the Sacramento-San Joaquin River Delta. That bond was set to appear on last November's ballot, but lawmakers moved it to 2012 after polls showed weak support.

"Leaving Schwarzenegger's drought declaration in place could raise suspicions that it's being done for political purposes," said Jonas Minton, water policy adviser to the Planning and Conservation League, a Sacramento environmental group that opposes the bond.

Wade said construction of more large reservoirs, particularly Sites Reservoir proposed for Colusa County, and Temperance Flat Reservoir, envisioned in the Sierra foothills near Kings Canyon National Park, are needed to capture water in wet years like this one. Environmental groups say taxpayers can't afford them and the water would mostly go to a few large corporate farms.

Wade and other agricultural leaders also remain concerned that despite the very wet spring, farmers in the southern San Joaquin Valley are not receiving 100 percent of the water they have contracted for from the delta. On Monday, the federal Bureau of Reclamation increased the allotment for farms south of the delta from 55 percent to 65 percent, and boosted the amount urban areas like San Jose and Los Angeles receive from 80 to 90 percent.

The limits are the result of federal court rulings designed to protect endangered salmon and smelt in the delta. Republicans in Congress, along with many farm leaders, have pushed for the Endangered Species Act to be relaxed to allow more pumping, and plan to hold a hearing April 11 in phiten tornado necklaceFresno titled "Creating Jobs by Overcoming Man-Made Drought."

In a surprising show of growth, Hispanics accounted for more than half of the U.S.

The Census Bureau on Thursday will release its first set of national-level findings from the 2010 count on race and migration, detailing a decade in which rapid minority growth, aging whites and increased suburbanization were the predominant story lines. Geographers estimate that the nation's population center will move southwest about 30 miles and be placed in or near the village of Plato in Texas County, Mo.

"There is excitement," said Brad Gentry, 48, of Houston, Mo., who summer fashion trends publishes the weekly paper in Texas County, noting that the U.S. population center typically carries symbolic meaning as the nation's heartland. "It is putting a spotlight on a corner of the world that doesn't get much attention. Most residents are proud of our region and like the idea that others will learn our story through this recognition."

Racial and ethnic minorities are expected to make up an unprecedented 90 percent of the total U.S. growth since 2000, due to immigration and higher birth rates for Latinos. Currently the fastest growing group, Hispanics are on track to exceed 50 million, or roughly 1 in 6 Americans; among U.S. children, Hispanics are now roughly 1 in 4.

Based on a Pew Hispanic Center analysis, the 2010 count of Hispanics was on track to be 900,000 higher than expected as their ranks surpassed census estimates in roughly 40 states. Many of their biggest jumps were in the South, including Alabama, Louisiana, North Carolina and Louisiana, where immigrants made large inroads over the last decade.

The final figures come as states in the coming months engage in the contentious process of redrawing political districts based on population and racial makeup, with changes that analysts believe will result in more Hispanic-majority districts.

The population changes will result in a shift of 12 House seats and electoral votes affecting 18 states beginning in the 2012 elections. Among other findings:

_In at least 10 states, the share of children who are minorities has already passed 50 percent, up from five states in 2000. They include Mississippi, Georgia, Maryland, Florida, Arizona, Nevada, Texas, California, New Mexico and Hawaii.

_Over the last decade, Latino population growth was most rapid in the South, where many states have seen their Latino populations double since 2000. For the first time, Hispanic population growth outpaced that of blacks and whites in the region, changing the South's traditional "black-white" image.

_More than half of the cities with the largest African-American concentrations showed black population declines in the last decade, including Chicago and Detroit. In contrast, the suburbs of growing southern metro areas like Atlanta, Dallas and Houston saw some of their highest gains.guess handbags

Yemen leader's power base erodes with defections

The looming collapse of President Ali Abdullah Saleh's regime throws into doubt the American campaign against a major al-Qaida wing that plotted attacks in the United States.

Monday's defections led to rival tanks being deployed in the streets of Yemen's capital, Sanaa, phiten necklace creating a potentially explosive situation and prompting Saleh's defense minister, Mohammed Nasser Ahmed, to announce the military remained loyal to the longtime leader.

The armed forces will counter any plots against the government, Ahmed declared on state television, following a meeting of the National Defense Council, which is led by Saleh and includes Ahmed, the prime minister and the intelligence chief.

Tanks, armored vehicles and soldiers directed by al-Ahmar fanned out around the Sanaa square that has become the epicenter of the opposition movement, moving in for the first time to protect demonstrators.

Al-Ahmar also sent tanks to the state television building, the Central Bank and the Defense Ministry. Just miles away, at least a dozen tanks and armored personnel carriers belonging to the Republican Guards, an elite force led by Saleh's son and one-time heir apparent, Ahmed, were deployed outside the presidential palace.

The deployment of al-Ahmar's troops in Sanaa was greeted by wild jubilation from protesters, many of whom posed with soldiers for photographs, greeted them with military style salutes or offered them roses.

Calling Al-Ahmar's defection "a turning point," Edmund J. Hull, U.S. ambassador to Yemen from 2001 to 2004, said it showed "the military overall ... no longer ties its fate to that of the womens summer fashion 2011president."

Al-Qaida in the Arabian Peninsula, formed in 2009, has moved beyond regional aims and attacked the West, including sending a suicide bomber who tried to down a Detroit-bound airliner on Christmas Day with a bomb sewn into his underwear. The device failed to detonate properly.

Yemen is also home to U.S.-born radical cleric Anwar al-Awlaki, who is believed to have offered inspiration to those attacking the U.S., including Army Maj. Nidal Hasan, who is accused of killing 13 people and wounding dozens in a 2009 shootout at Fort Hood, Texas.

Saleh has been a key, though not entirely reliable, U.S. ally in the fight against al-Qaida, frustrating his Washington backers with the delicate balancing act he has undertaken to maintain the goodwill of powerful tribes providing refuge to operatives from the terror network.

Several top diplomats also said they were joining the opposition, including Yemen's ambassadors to Egypt, Syria, Jordan, Japan and the Arab League. Lawmakers, editors of state-owned newspapers, parliament's deputy speaker and the governor of the southern province of Aden also quit their jobs to join the opposition and urge Saleh to step down.

Early Tuesday, the Al-Jazeera satellite channel said gunmen attacked the station's offices in Sanaa and took equipment.

Meanwhile, in a sign of the deepening divisions in the armed forces, gunfire broke out late Monday between the central security force protecting the presidential compound in the port city of Mukalla and the Yemeni army outside, security officials said. The compound, where Saleh stays when he is in town, is about a half-mile (kilometer) from where hundreds of protesters have been camping out to call for is ouster.

Maj. Gen. al-Ahmar has been close to Saleh for most of the Yemeni president's 32 years in power. He has close associations with Islamist groups in Yemen that are likely to raise suspicions in the West about his willingness to effectively fight al-Qaida operatives active in the country.guess handbags

His support for the opposition was welcomed by protesters, but the warm reception may not guarantee him a political career in a post-Saleh Yemen given his close links to the president.

"He comes from the very heart of Saleh's ruling dynasty," Yemeni analyst Mansour Haiel said of al-Ahmar, who has sometimes been seen as a rival to the president and his son, Ahmed.
